District of Columbia, Metro Washington Council of Governments Save $10M on Natural Gas Contract
Deal represents largest multi-state government consortium purchase of natural gas in history


Wexford, PA — June 7, 2007 — Technology and strategic sourcing company Co-exprise Inc. has helped generate a cost savings of more than $10 million (a 30 percent price reduction from current rates) for the District of Columbia and the 25 other participating member jurisdictions of the Metropolitan Washington Council of Governments (MWCOG). MWCOG is a consortium of 25 government entities throughout DC, Maryland and Virginia. This bid event and the ensuing contracts that were awarded represent the largest multi-state government consortium purchase of natural gas in history.

Co-exprise's MarketPlace business unit worked with the Office of Contracting and Procurement for the District of Columbia and the MWCOG to conduct an online reverse auction to provide the best market price for 4.1 million decatherms (Dth) of natural gas that includes natural gas delivery to the burner-tip for the next three years.

"The District of Columbia is pleased to take the lead in helping the Metropolitan Washington Council of Governments to serve as a truly high performance regional organization recognized for applying best practices to MWCOG issues," said Lucy Jackson, contracting officer for the District of Columbia. "The District of Columbia selected Co-exprise to help DC in their electricity procurement in December and, based on that success, we've expanded Co-exprise's role to help the Metropolitan Washington Council of Governments achieve our energy procurement goal."

An online reverse auction is a real-time bidding process in which each bidder is given a generic identifier and can see competitors' bids but not their names as they continue lowering bid prices until best market price is achieved. Co-exprise used its sourcing technology to validate the capability of the bidders in advance and assure total transparency of the process.

"Tax payers entrust political leaders to spend their money wisely," said Co-exprise Inc.'s CEO William Blair. "Our technology and services helped the 25 participants with the Metropolitan Washington Council of Governments do just that."

Co-exprise MarketPlace creates economies of scale by aggregating customer usage to execute the best bid strategy for individual and consortium buying requirements. Because all bids are immediately contractible, Co-exprise enabled the MWCOG to take advantage of market timing opportunities and act quickly to obtain best market price for its energy requirements.

The awarded contracts will supply natural gas to the following entities: Alexandria City Government, City Schools and Sanitation Authority, Arlington County Government and County Schools, Charles County Schools, DC Sports and Entertainment Commission, DC Office of Property Management, District of Columbia, Fairfax County Government, County Schools and County Water Authority, Falls Church City Government, Leesburg Town Government, Loudoun County Government and County Schools, Manassas City Schools, Montgomery County Government, Prince Georges County Government, County Schools and County Service Authority, Prince William County Government, Schools and Service Authority, University of DC, Upper Occoquan Sewage Authority and the Washington Convention Center.
